City of Cheyenne Mayor Marian Orr is pleased to announce the appointment of Robin Lockman as City Treasurer.

Lockman officially begins her new role following approval from the Governing Body at the March 11 City Council Meeting. Lockman previously served as Cheyenne’s Deputy City Treasurer for five and a half years from December 2011 until June 2017. She most recently served as Chief Financial Officer (CFO) of Community Action of Laramie County before returning to the Municipal Building as City Treasurer.

“I am excited to be given the opportunity to serve as the City Treasurer. There are many great things happening at the City under Mayor Orr’s administration and I look forward to contributing to that continued success. I am also very fortunate to have such a talented team in the City Treasurer’s office,” Lockman said. “It’s exciting to return to the City and play a role in moving our growing community forward while working closely with new colleagues on forthcoming budget sessions to pinpoint our fiscal future.”

The Cheyenne native holds two Bachelor of Science degrees from the University of Wyoming in Accounting and Business Administration and is a licensed Certified Public Accountant (CPA) in the state of Wyoming. The Central High School grad brings over 25 years of accounting and management experience to City Hall.

Departing City Treasurer, Ron Downey, makes the transition to the City’s Human Resources Deputy Director. In that role Downey will assist with the activities and operations of the department including recruitment and staffing, classification and compensation, benefits, employee relations, workers’ compensation and regulatory compliance.

The City Treasurer is appointed by the Mayor, for a two-year term, and performs a variety of technical, administrative and supervisory work in planning, organizing, directing and implementing the activities and operations of the City Treasurer Department. The City Treasurer oversees accounting, purchasing, and the investment and maintenance of all City funds; coordinates assigned activities with other City departments and outside agencies; and provides highly responsible and complex administrative support to the Mayor.
