Casper City Council advances proposal to crack down on unsafe living structures

CASPER, Wyo. (Wyoming News Now) - Casper City Council members unanimously approved a proposed ordinance on first reading Tuesday cracking down on unsafe living structures.

The proposal outlines nine unsafe conditions for which a landlord or other property owner could get cited. Potential unsafe conditions apply to means of egress, egress lighting, ventilation, fire hazard, heating facilities, water systems, sanitary drainage and vacant structures.

In city documents, staff say the proposal provides parameters for safe indoor living conditions and it provides a pathway for enforcement.

The proposal’s opponents fear it violates their rights.

Councilman Ray Pacheco, Ward III, disagrees and asks people to do their homework before casting judgment on the proposal.

“Please read the ordinances, cal us, ask us questions and not to insulate that we’re trying to create some Stalinist regime within our community,” he said. “We care about this community. We’re trying to do the best that we can.”

Council members still have to pass the proposal two more times.
