CASPER, Wyo. (Wyoming News Now) Casper City Council members voted to advanced a proposal changing the city’s parade ordinance at Tuesday’s meeting.

The proposed changes would bring the parade ordinance more in line with the city’s special event planning guide.

Councilman Ray Pacheco, Ward III, said the proposed changes will make it easier for citizens and city staff if someone applies for a permit.

The proposal also would allow the city to waive or cover the required insurance and permit fees if someone cannot afford them.

Pacheco said it helps protect the First Amendment rights of everyone regardless of income.

Council members still have to approve the proposal two more times.
