CASPER, Wyo. (Release) - TOPIC: Public Information Reporting Process in Partnership with Casper-Natrona County Health Department Related to COVID-19 exposures or known positives with the school environment.

The Natrona County School District and the Casper-Natrona County Health Department are committed to the timely, consistent, and transparent dissemination of public information in accordance with applicable laws on disclosure and under the Family Educational Rights and Privacy Act of 1974 (FERPA) and Health Insurance Portability and Accountability Act of 1996 (HIPAA).

Notifications and information regarding possible COVID-19 direct contact exposure and known positives within Natrona County Schools will be communicated by the Casper-Natrona County Health Department directly to impacted individuals (parents/guardians and/or staff members) as identified during their investigative contact tracing process. 

The Natrona County School District will continue to work in direct and daily collaboration with the Casper-Natrona County Health Department in response to COVID-19. In recognition of the commitment to ensure safe and healthy environments and efficient and effective operations, we will disclose public information when a legitimate public health concern is served by having the information disclosed.

NCSD will not publicly disclose the age, name of student/staff member, student-specific identifying information, or staff-specific identifying information of a known COVID-19 positive or known exposure to the public. Through their investigative contact tracing process, the Casper-Natrona County Health Department will directly reach out to impacted individuals of a known COVID-19 positive or direct exposure. 

NCSD may disclose student directory and staff directory information to assist with the contact tracing process (class roster/school location/contact information/etc.) to the Casper-Natrona County Health Department as they work through their investigative processes to assist in identifying close contacts of a known COVID-19 positive in the school environment.

PROCESSES FOR THE NOTIFICATION OF COVID-19 POSITIVES/EXPOSURES/ETC. 

  • Positive case of COVID-19 within your child’s school 
  • If investigative contact tracing by the Casper-Natrona County Health Department identifies your child as a direct contact to a known COVID-19 positive within the determined exposure period and contact requirements as determined by the Casper-Natrona County Health Department, they will directly contact you with further information. 
  • Positive case of COVID-19 within your work environment 
  • If investigative contact tracing by the Casper-Natrona County Health Department identifies you as a direct contact to a known COVID-19 positive within the determined exposure period and contact requirements as determined by the Casper-Natrona County Health Department, they will directly contact you with further information. 
  • If there is an outbreak, as determined by the Casper-Natrona County Health Department, within a school/district facility of multiple positive COVID-19 cases and legitimate public health concern is identified, under the direction of the NCSD Superintendent, affected stakeholders would receive a notification while ensuring all applicable FERPA and HIPAA laws are followed. 
    • Directly affected school families would receive notification 
    • Names, ages, specific student information would not be released publicly
    • School(s) impacted by the outbreak would be named 
  • If there is an outbreak, as determined by the Casper-Natrona County Health Department, affecting multiple schools/activities and legitimate public health concern is identified, under the direction of the NCSD Superintendent, affected stakeholders would be notified while ensuring all applicable FERPA and HIPAA laws are followed.
    • Directly affected school families would receive notification 
    • Names, ages, specific student information would not be released publicly
    • School(s)/District Operations impacted by the outbreak would be named 

As a reminder, the Casper-Natrona County Health Department will directly contact impacted individuals who are identified through their intensive contact tracing process as a close contact or know exposure to a COVID-19 positive and will provide impacted person(s) with further information and actions.
